Create or Edit a Paused Demand Gen Video Ad

Add a video ad under an existing standard non-product-feed Demand Gen ad group or edit its reviewed video creative. Save through bily.actions.saveAdDraft, review, then publish the saved draft. Require the current parent/ad fingerprint and existing same-advertiser YouTube video plus square logo asset references. Edits atomically pause the ad and replace only reviewed creative fields; Google ad names are immutable. Validate before the write and independently read back the exact paused creative. No upload pipeline, product-feed variant, classic Video campaign mutation or automatic replay is supported. This is an execution endpoint. For a reviewed user change, save its supported capability/body as an immutable action draft, review it, and explicitly publish that draft. Check action-jobs/capabilities before staging; a catalog entry alone does not make it stageable.
